Revert "msm: board-8960: Support PMIC USB OTG switch over current protection"

This reverts commit 87579619.

Restore the regulator supply chain for USB to the natural
hardware order now that it has been determined that OCP cannot be
enabled for the USB OTG MVS.  USB OTG OCP has been found to
be unreliable at lower battery voltages.
