ARM: dts: msm: lower VDD_APCC CPR open-loop voltage margin for msm8996v3 



Lower the VDD_APCC CPR open-loop voltage margin for MSM8996v3
parts with CPR revisions 0, 1, and 2.  This reduction corresponds
to the margin allocated for the maximum CPR aging adjustment.
Aging adjustments are only possible on parts with CPR revision 3
or above so this margin is not needed on parts with CPR revisions
0, 1, and 2.  Remove the margin in order to reduce power
consumption at some CPU operating frequencies.
