mmc: sdhci-msm: Disable CDR function on TX

The CDR function allows to automatically adjust the frequency of
SDCC inputs. However, according to the APQ8016 technical reference
manual, this function must be disabled during TX and tuning transfers.

This patch fixes sporadic write transfer issues with UHS/SDR104 and
eMMC5 cards.
