msm_fb: HDMI: Remove Audio Packet Ctrl Reg Setup 



With a recent change we do not set the Audio Packet Control
Setup register (offset 0x0020) on HPD connect event. In
addition, we should not reset the value of this register
whenever HDMI is powered off.
