usb: hsic: Add support for HSIC host on 9615

To add support for 9615, the following changes were made in the host file:
1. Add HSIC host initialization for non-GPIO configuration.
2. Add support for no-pdata (which is not needed for
non-GPIO configuration)
3. Move set_clk_rate calls to target specific clock files.
