msm: audio: qdsp6v2: Fix AAC encoding hang issue.

-Issue is seen when AAC Encoding with bit-rate 224000.
-The bit-rate supported from DSP side for AAC
encoding is from 24000 to 192000.
-Update AUDIO_SET_AAC_ENC_CONFIG ioctl to handle
out of range bitrates.
