msm: msm_bus: Commit arbitration data in sleep set

rpm uses active set arbitration data in sleep set, unless it
explicitly gets sleep set arbitration request.
This causes apps fabric frequency to be higher than expected
in XO shutdown.
This patch fixes the issue by commiting arbitration data
in sleep set too.
