msm: board: Set the max/min voltage level for LDO9 to 3V 



At low temperatures (-30C) the voltage for PMIC 8921 LDO9 drops
below the acceptable range for the TS controller. Move the
max/min voltage level of LDO9 from existing 2.85V to 3V, to
fix this instability.

Changes the voltage contraints for 8960 and 8064.
