CHROMIUM: config: Enable ARM64 erratas

All these ARM64 erratas, except for ARM64_ERRATUM_843419,
uses the alternative framework, which will only patch the
kernel if an affected CPU is detected.

Since qcs404 uses Cortex-A53 r0p4 CPUs, we need to enable
ARM64_ERRATUM_843419 as well.
