cpufreq: qcom: Remove platform data and update OPPs from efuses

Platform data is going away, so remove it from this driver.
Also the OPPs for the CPU are initialized from with some platform-based
values from device-tree, but actually we need to replace this with the
CPU binning data from the efuses.
