msm_fb: display: Use FIR (QSEED) for upscaling. 



Low resolution UI is observed on HDTV connected with HDMI.
FIR (QSEED) algorithm needs to be used instead of pixel
repetition to improve the performance in case the BYPASS
composition is not used.
