msm: msm_xo: Remove PXO/CXO control from buffer voting 



PXO and CXO are separate resources that should only be controlled
via the RPM clock driver. Now that all users of the CXO/PXO
resources have moved to using the RPM clock driver drop support
from msm_xo.
