defconfig: arm64: msm: disable CONFIG_DEVMEM and CONFIG_DEVKMEM 



testDevMemSane & testDevkmemSane test cases are introduced
in latest Android-6.0 version of CTS. These testcases expect
mem and kmem nodes should not be present in /dev.
