msm_fb: Removing HDCP timedout error. 



DEBUG mode added delay after writing RO's to RCVPORT, leading to
HDCP AUthentication Sucess Interrupt coming before INIT_COMPLETION
call. Re-arranging INIT_COMPLETION code before writng RO's resolved
the issue.
