msm: kgsl: Add a new property to IOCTL_KGSL_DEVICE_GETPROPERTY 



Return the reset status of the GPU unit when
IOCTL_KGSL_DEVICE_GETPROPERTY is called with
type KGSL_PROP_GPU_RESET_STAT
