mach-msm: Enable voltage regulators for tabla 2x and dsp 



Enable voltage regulators needed for tabla codec functionality,
lpass functionality, slimbus slew rate additions.

Impact:
ALSA Sound card will not be detected, some of the dsp
functionalities may not work.
