msm: 8960: set mdm pwr and reset gpios to pull down 



The suspend configurations of the KPD_PWR and RESET gpios used
to power on the external modem need to be changed to PULL_DOWN
from PULL_NONE to avoid spuriously powering on the modem early
in the boot process.
