ARM: dts: msm: Remove BCL DTD workaround for PMI8996

PMI hardware can enter a dead time, where Ibat isn't
monitored. A workaround was introduced in the HLOS
to program a reduced threshold, which will be used
before entering dead time.

This issue is fixed in PMI8996 hardware, so remove the
workaround. This change will override the default
config defined for PMI8994.
