leds: Introduce driver for NXP PCA9956B 



The NXP PCA9956B is a 24-channel constant current LED driver. Each
LED output has its own 8-bit fixed frequency PWM controller operating at
32.25kHz with adjustable duty cycle. Alternatively an additional PWM
controller can be used to blink or dim a set of the outputs in a
synchronized fashion.
