msm: pil-riva: Assert proxy CXO votes for RIVA 



Assert a CXO votes on behalf of the RIVA processor before booting it
if CXO is selected for use. The vote is then removed 10 seconds later.
By that time, the RIVA code should have had plenty of time to assert
its own vote.
