thermal: qcom: tsens: Add msm8998 tsens support 



The MSM8998 platform has two tsens instances, sporting the same register
layout as MSM8996 but with different number of sensors. Use the MSM8996
operations, but require number of sensors for each instance to be
specified in DeviceTree.
