Revert "regulator: qcom-smd: Batch up requests for disabled regulators"

Revert this for now in order to avoid refactoring commit "regulator: smd:
Add floor and corner operations" since that commit will be dropped once we
create support for msm8916 in a power domain driver anyway.

This reverts commit fd805d99.
