arm64: dts: qcom: msm8996: add local-timer-stop to CPU sleep state 



It seems that the defined CPU sleep state stops the local timer, thus
causing RCU stalls after entering the idle state. Add local-timer-stop
proprety to the sleep state to make the kernel use broadcast timer while
waking CPU cores.
