CHROMIUM: arm64: qcom: mistral: remove l11 regulator

L11 regulator does not have any clients and should be removed from
kernel to disable the dummy vote

TEST=Check /sys/kernel/debug/regulator/regulator_summary and see L11
is turned off after boot
