BACKPORT: FROMGIT: clk: qcom: gcc: Add global clock controller driver for QCS404

In master, after 4.14, da172d2b (clk: qcom: Move frequency table macro to
common file) was merged, which moved the definition of F() from each clock
driver into a common header file. When backporting the qcs404 clock driver from
4.20'ish to 4.14 we need to add the definition of F() which is missing otherwise.
