arm64: dts: qcom: SC8280XP: Add missing GPU OPP 



Upon boot, we get the message

[    5.962959] msm_dpu ae01000.mdp: dev_pm_opp_set_rate: failed to find OPP for freq 500000000 (-34)

So lets add the missing OPP in.
