usb: dwc3-msm: Add voting for interface, ref and sleep clocks

Interface clock is required to access DWC3 core registers and
ref clock is used by SS PHY as reference clock. There are two
sleep clocks as well which are required in low power mode:
one for DWC3 core and one for HSPHY.
