msm: board-8064: Initialize SD card detect GPIO with correct pull up

SD_CARD_DET_N line (PMIC GPIO 31) on MPQ8064 doesnot have
an external pull up. So when the card is not present the
line is floating and cause spurious detection. Initialize
it with internal pull up so that line is HIGH whenever
the card is not present.
