CHROMIUM: ath10k: HTT event implementation for RTT capture

New HTT event introduced to receive the RTT dump indication message
from FW.

This event will be building the RTT meta deta from HTT message and
fetch the RTT captures from the host allocated memory address which
is received in HTT event.

It will also relay the RTT meta data and RTT capture to the relayfs
by using RTT framework.
