Remove CMD_EVENT_WAKE_CNT_SZ and DRIVER_FW_LOCAL_WAKE_CNT_SZ

Host driver does not use the attributes DRIVER_FW_LOCAL_WAKE_CNT_SZ
and CMD_EVENT_WAKE_CNT_SZ.
Also, driver unconditionally sets all of the LEGACY attributes to 0
in the response since they are not supported.
Hence, removing the relevant code.
