wifihal: Add new api wifihal_ctrl_request2 to wifihal-ctrl lib

wifihal_ctrl_request is a synchronous blocking call
for response timeout with 10 secs. Since this library is
used by different clients, adding support to configure
timeout as input parameter from clients with new api.
