wpa_supplicant_lib: Introduce SETCELLSWITCHMODE 

This patch Introduce support for SETCELLSWITCHMODE in wpa_supplicant_8_lib,
to set control triggers during roaming. The Client can send the cell switch
mode as SETCELLSWITCHMODE <cell_switch_mode {0,1,2}>
