wcnss-service: Use libmdmdetect_headers header library 

mdm_detect header file has been moved to subsys-mgmt
from mdm-helper resulting in HY22 failure as intermediates
are not getting gererated. Using libmdmdetect_headers header
library instead of legacy way for successful HY22 compilation.
