wifi-hal: Compile wifi_set_latency_mode by default 

Previously wifi_set_latency_mode is QC private API, so
guarded by WCNSS_QTI_AOSP macro.

From Android R, latency mode is supported by pure AOSP,
so compile wifi_set_latency_mode by default.
