Remove unnecessary ConfigInstaller handling

The tzdatacheck binary deletes a directory associated
with the ConfigInstaller and was used to store metadata.

That process will be removed in P, but a P device could
encounter the files during an upgrade from O/O-MR1 so the
deletion code can be removed after P.
