Make distro.zip independent of timezone on the local machine 

- ZipEntry.getTime uses default TimeZone to convert the UTC time
  if the year >= 1980. Use epoch time 0 (year = 1970)
  to avoid conversion.

Test: ./update-tzdata.py when machine is on UTC
Test: ./update-tzdata.py when machine is on UTC+1
