Include the IANA version in the tzlookup.xml file

Include the IANA version in the tzlookup.xml file so
we can confirm it matches up with other data files
and that code that reads the file is preferring the
version in /data over the one in /system.

output_data files generated by running
update-tzdata.py

testing files generated by running
create-test-data.py

Note: I am not incrementing the distro version code
because this can be part of the move to distro version
2.0 which has never been released.
