Refactor TimeZoneDistro{|Builder} 

Remove TimeZoneDistro.getBytes() to allow for alternative
(e.g. on file system) implementations.

Change TimeZoneDistroBuilder so it can return raw bytes or
TimeZoneDistro objects.

Change CreateTimeZoneDistro to just use the raw bytes.

Test: run cts -m CtsLibcoreTestCases
