clarifying semantics of test annotation

'NotForContinuousTesting' isn't really a good name for expressing the
condition that a test won't pass with an automated device setup.

RestrictedBuildTest directly expresses the precondition for such tests
passing.

Also added a make module to compile the same code as host side Java
library.
