TV Restricted Profile functional tests

* Add functional tests for Restricted profile that needs to
be run as a restricted user.
* Add test setup instrumentation for restricted profile.
To run tests in the restricted profile, test harness needs
to create/delete/exit restricted profiles before/after test.
This adds a separate setup instrumentation that could be run
out of test process.
