Part 1 : Change jank test suites to use AndroidJUnitRunner 

Also add support for collector-device-lib for battery stats.

Test suites : UIBench,SystemUI and Jank microbenchmark

Bug: 71868751

Test: Tested with AndroidJUnitRunner and the battery stats are
collected as expected.
