Add new Quick settings test into System app Jank tests for clockworks.

This will verify pull down, pull up and swip actions for quick settings shade.

Also updated CardsJankTest & SysAppTestHelper to handle multiple iterations runs by using
afterLoop & beforeLoop where ever required.
