Initial checkin for new TV launcher strategy 

This adds a new TV launcher strategy and utils.
It will fix platform test failures caused by launcher UI
mismatch.

Test: am instrument -w -r android.test.appsmoke/android.support.test.runner.AndroidJUnitRunner
