First TAPL drop to the platform. 

TAPL was built by the build server, but dropped manually.

I've checked that UbSystemUiJankTests converted to TAPL compiles and
works, as well as that the platform builds.

The code changes for converting tests to TAPL primitives will follow in
separate CLs.
