Remove systemui-helper

- Use shell command to set PIN directly - use that in latency
and jank tests.
- Remove systemui-helper

Test: runtest systemui-jank -c
android.platform.systemui.tests.jank.SystemUiJankTests
Test: runtest apptransition-perf -c
com.android.apptransition.tests.LatencyTests
