wifi: Add developer options for 2GHz and 5GHz SSID Bridging feature 

This change adds two developer options to control SSID Bridging feature
- Option to enable/disable Fast handover between different SSIDs
- Option to enable/disable Auto connection attempts to a new 5G SSID
