Settings: support CT chipset PA requirement 

(1) Always display two IMEIs and one MEID in about phone. Now when no sim
card inserted, cannot obtain correct phone type by using SubscriptionManager
API, so replaced it by TelephonyManager API.
(2) Only display one baseband info.
