Fix Screen state change command going two times after reboot 

Command to send Screen off to Screen-On-Unlocked is sent two times
after every phone reboot. No action taken if new state change
requested is same as previous state.

Bug: 80420532
Test: Manual-Reboot phone and check for screen state command sent,
NFC Enable/Disable
