Adds logic for OFFHOST_AID_ROUTE_PWR_STATE

This config is used to set the power state for AID routing for UICC/eSE.
OEMs can specify if they would like CE enabled for these AIDs on screen
on/off locked/unlocked.

Test: NFC enable/disable, card emulation
