Add BIND_RESOLVER_RANKER_SERVICE permission to show App Chooser

If more than one application which receive TECH_DISCOVERED event
are installed, Nfc shows an app chooser activity when read a tag.
Then NfcService crach occurs because BIND_RESOLVER_RANKER_SERVICE
permission is not declared.

Test: Read NFC tag and check TechListChooserActivity
